California Air Resources Board (CARB)'s Office of Community Air Protection (OCAP) is seeking a dynamic and collaborative leader to serve as the Chief of the Strategic Incentives and Grants Branch which includes three sections. The Branch includes approximately 17 staff who liaison with AB 617 communities in Southern CA, coordinate with air districts on all aspects of CAP implementation, support consistently nominated communities through Community Air Grants and manage CAPP Incentives and air district implementation funds. The Branch is responsible for supporting the AB 617 Consultation Group and engages with local air districts, CAPCOA, other state agencies, community-based and environmental justice organizations, and the public.
OCAP is focused on developing and implementing the Community Air Protection Program, as directed by Assembly Bill 617 (C. Garcia). AB 617 is transformative legislation that requires an equity focused approach to improve air quality at the local scale in communities that bear the greatest burdens. Duties include coordinating CARB’s efforts to support air district implementation of community emissions reduction programs, updates to the online Resource Center, and annual selection of communities. Other duties include co-leading with the Chief of the Reporting, Assessment and Strategy Branch the updating of the Program Blueprint and building our understanding of the cumulative impacts of various sources and sectors on communities, preparing and presenting issues and policies to CARB management and stakeholders, tracking the development of regulations and other initiatives to reduce emissions.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
