The California Air Resources Board's (CARB), Industrial Strategies Division (ISD) is launching two new impactful, innovative climate programs, the California Corporate Greenhouse Gas Reporting Program, authorized by Senate Bill (SB) 253 (Wiener, 2023) and the Climate Related Financial Risk Disclosure Program authorized by SB 261 (Stern, 2023). This announcement is one of several opportunities to join a newly established team at the onset of developing these significant new programs. CARB is seeking a Staff Air Pollution Specialist (SAPS), for the Fee & Enforcement Support Section (FESS) of the Climate Data and Risk Reporting Branch (CDRRB).
Under direction of an Air Resources Supervisor I (ARSI), the individual in this SAPS role acts as the senior technical and policy staff person for the section and provides guidance to a team developing regulations required for the operation of the California Corporate Greenhouse Gas Reporting Program and the Climate Related Financial Risk Disclosure Program. Specific tasks will include: establishing and monitoring a schedule for overall rulemaking activities, drafting and reviewing regulation text and other documents required to establish regulations; reviewing staff assignments and providing mentorship and feedback for staff; coordinating and participating in public workshops; coordinating with other CARB teams and other agencies and delivering briefings and presentations to Division Leadership, the Executive Office, and Board. In addition, the SAPS will provide technical assistance and guidance to staff identifying and communicating with parties subject to program regulations. The individual in this position will apply strong technical and regulatory skills as well as strong interpersonal and leadership abilities to bring together staff working on related and parallel assignments.
CARB’s regulatory programs have potentially broad applicability to a large number of entities that do business in California. Working Conditions
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense.
